MWRA-Issued Permits

This form has been developed to help route information submitted directly by a permitted industrial user to the appropriate MWRA department. Laboratories submitting data on behalf of an industry need not use this form. Its intent is to ensure that the information affecting more than one department, but submitted in one package, reaches all of the people who need to see it. You can help by including this form with each submittal to the MWRA.

In accordance with Massachusetts Water Resources Authority (MWRA) Sewer Use Regulations, 360 C.M.R. §§ 10.007, 10.052, 10.072, and 10.092, users must complete and file a Sewer Use Discharge Permit Application. The Application must be filed with the MWRA and the Municipality in which the sewer user’s discharge is located. Failure to submit a copy of the application to the Municipality is a violation of 360 C.M.R. 10.052 and may delay the processing of the permit. In addition, if your facility is either a treatment, storage, or disposal facility (TSDF) or Level III recycler under the Massachusetts hazardous waste regulations, a third copy must be sent to the Massachusetts Department of Environmental Protection. This Permit Application is for any dental practice that discharges amalgam wastewater, or, for MWRA to determine that this dental practice does not require a permit.  Dental practices must have an MWRA Group Permit for Dental Discharges to discharge to the MWRA Sanitary Sewer System unless this form or MWRA regulations state that a permit is not required.  

MWRA requires all dental practices that discharge wastewater to the MWRA Sanitary Sewer System to implement a mercury reduction program that includes reduction of amalgam from dental offices, pursuant to 360 CMR 10.065.  You must complete this form if:

• You are a dental practice.
• Your discharge will change, or has changed, and you may need an MWRA Group Permit for Dental Discharges or may be eligible for the General Permit for Low Flow and Low Pollutant Dischargers.

For existing Dental Dischargers, you must submit this Notice of Intent to Discharge at least sixty days before the expiration of the existing MWRA permit, whichever comes first.  Once, the Notice of Intent to Discharge is submitted, the existing MWRA permit is hereby extended until the renewed Group Permit for Dental Discharges is issued.  

For new Dental Dischargers you may not commence discharging until you receive the MWRA Group Permit for Dental Discharges.

This Permit supplements the Sewer Use Discharge Permit and is for companies who:

• discharge less than 300 gallons per day; and have no reasonable potential to violate MWRA sewer use discharge limits; or    
• discharge less than 25,000 gallons per day, but the discharge contains no pollutants regulated by the MWRA.

This Permit Application is for any Food Processor that discharges, or intend to discharge, waste or wastewater from food processing to the MWRA sewer system, or, for MWRA to determine that this Food Processor does not require a permit.

You should not use this Application, but instead obtain an MWRA Sewer Use Discharge Permit Application if:

• You are not a food processor; OR
• You discharge more than 25,000 gallons per day.

This Permit Application is for any facility that does photo processing and / or printing, or, for MWRA to determine that the facility does not require a permit.  You must complete and submit this form to MWRA to apply for the MWRA Group Permit for Photo Processing and Printing Operations or for the MWRA General Permit for Low Flow and Low Pollutant Dischargers if: 

• You perform photo processing or printing; AND
• You discharge, or intend to discharge, waste or wastewater from photo processing or printing to the MWRA sewer system and you do not have a current MWRA permit for your sewer discharge; OR
• You must reapply for a permit because your permit will soon expire; OR
• Your discharge will change, or has changed, and you will need an MWRA Group Permit for Photo Processing and Printing Operations or are eligible for the General Permit for Low Flow and Low Pollutant Dischargers.

The Massachusetts Uniform State Plumbing Code, 248 CMR § 10.09 and Massachusetts Water Resources Authority (MWRA) Sewer Use Regulations, 360 CMR § 10.016, require that the Authority be notified of the installation of a new gas/oil separator in the MWRA Sewer District to ensure an inspection prior to backfilling.

This application, when completed and submitted, requests the MWRA to issue an 8(m) Permit. Section 8(m) of chapter 372 of the Acts of 1984 enables the Authority to issue permits to other entities to build, construct, excavate, or cross within an easement or other property interest held by the Authority.

Apply for an 8M Permit: Public Access Aqueduct Trails

This application, when completed and submitted, requests Massachusetts Water Resources Authority (MWRA) to issue a direct connection permit. Any person wishing to make a direct connection to an MWRA sewer or to modify or reconnect an existing direct connection to an MWRA sewer must have a direct connection permit issued by the MWRA for such connection, modification, or reconnection. No person, without authorization from MWRA, may uncover, make any connection with or opening into, modify, or disturb in any way an MWRA sewer, including a sewer manhole.

Do not use this application if you are connecting to a municipal sewer. Contact the municipality instead. This application is only necessary for a direct connection, modification, or reconnection to an MWRA sewer or manhole.
