The Framingham Department of Public Works is proud to provide you with this year’s Annual Water Quality Report. This report has been compiled to provide you with information regarding the drinking water that we supply to you daily in conjunction with the Massachusetts Water Resources Authority (MWRA). Inside this report, there is detailed information about the MWRA’s system and how the drinking water delivered to Framingham exceeds both Federal and State quality standards. 

The Framingham Water Division and MWRA perform lead and copper sampling and testing annually. Lead can be found in water service line materials and interior plumbing fixtures such as gooseneck service connections, pipe solder, and brass faucets. Framingham continued its lead service line inventory in 2023, and is on track to meet the EPA and DEP deadline of October 2024. Eight lead service lines have been located so far and have been completely removed from the system. In 2023, the Framingham Water Division collected drinking water samples from high-risk homes and tested them for lead and copper concentrations to ensure compliance with water quality standards. Sampling results have once again successfully met the goal established by the EPA, which states that no more than 10% of the samples taken may exceed 15 parts per billion (ppb) for lead and 1,300 ppb for copper.

The Framingham Water Division and MWRA analyze over 72 bacteriological samples each month to ensure the quality and protection of your drinking water. MassDEP requires that no more than 5% of the samples collected monthly test positive for the presence of coliforms. In 2023, the City maintained full compliance with the MassDEP’s standards for bacteria in drinking water, better known as the Total Coliform Rule. 

The Department of Public Works continues to manage and strives to improve its water system through its daily operation and maintenance activities and its ongoing Capital Improvement Program. The Water Division performs services such as unidirectional hydrant flushing; fire hydrant, valve and meter maintenance and replacements; pump station operation and maintenance; and scheduled and emergency response. In 2023 the Water Division started its second round of the City wide unidirectional flushing program. The Division also repaired 86 water leaks throughout the distribution system. Interior cleaning was performed and minor upgrades were made to the Doeskin water storage tank. The Capital Program undertakes numerous water system projects such as the rehabilitation and replacement of pump stations, storage tanks, and distribution system infrastructure that in some cases predate the 1900s. These endeavors are developed and implemented to ensure that our residents and businesses reliably receive the highest quality water with sufficient quantity and pressure for domestic use and fire protection. In 2023, the City replaced approximately 6,100 feet of water mains, including associated valves, hydrants, and appurtenances. The designs for the rehabilitation of the Merriam Hill water storage tank, the rehabilitation of the William J. Heights booster station, and the cleaning and repairs of the Goodnow and Doeskin water storage tanks continued through 2023.
