Relating to the Massachusetts Water Resources Authority’s Regional Water Supplier Donor Basin Application
The Massachusetts Water Resources Commission hereby gives notice pursuant to MGL Chapter 21 Sections 8B - 8D, and 313 CMR 4.00, Interbasin Transfer Act (ITA) and Regulations, that the public comment period for the Massachusetts Water Resources Authority’s (MWRA’s) Regional Water Supplier Donor Basin Application is being extended to October 28, 2026.
Section 4.10 of the Interbasin Transfer Act regulations enables a Regional Water Supply System to file an application that allows the Water Resources Commission to evaluate and approve criteria applicable to the Donor Basin separately from criteria applicable to the Receiving Area. MWRA, as a Regional Water Supply System, has filed a Donor Basin application pursuant to section 4.10 for the supply of an additional 20 million gallons per day (MGD) on average to accommodate the expansion of its service area to multiple public water systems. The MWRA’s sources are located in the Chicopee River and Nashua River Basins.
Copies of the application are available for review at the Clapp Memorial Library in Belchertown, the Bigelow Free Public Library in Clinton, and on the Interbasin Transfer Act applications webpage. Copies of the application may also be obtained by contacting Vanessa.Curran@mass.gov.
The Commission will be accepting comments on the substance of the application (whether the application is consistent with the environmental criteria set out in the Interbasin Transfer Act, such as impacts on the fisheries, recreation, and the aquatic ecosystem of the donor basin). The Commission will also be accepting comments on the process by which a regional water supplier may apply to the Water Resources Commission for an Increase in the Present Rate of Interbasin Transfer under section 4.10.
