About this Project:
This MWRA project seeks to interconnect the two geographically distinct and hydraulically unconnected Intermediate High pressure zones (Newton to the south and Arlington/Belmont/Watertown to the north) to provide critical water system redundancy and operational flexibility in the event of water main pipe failures. The project will focus on the replacement and hydraulic pipe size increase from 16 to 20 inches along the 126 year old Section 25, the cleaning and lining rehabilitation of Section 24, which is 127 years old, and the replacement of Water Meters 2 and 40 (both serving Watertown). The majority of this work is located in Watertown with minor work in Newton at the crossing of the Charles River. This project will also reroute Section 25 from Common Street in Watertown, to Bellevue Road, Russell Avenue and extending along Mount Auburn. This $18.6 million project was awarded to Albanese D&S, Inc. in May 2023 for a contract term of 912 calendar days from the Notice to Proceed.
Summary Scope of New Work:
The rehabilitation work for Sections 24 and 25 Water Mains will include:
- The cleaning and cement mortar lining of 3,300 linear feet of the 20-inch cast iron water main along Section 24;
- The placement of 5,900 linear feet of 20-inch ductile iron water main along Section 25 (hydraulic increase from 16-inch to 20-in).0 This work include placing a new route for the water main that will avoid lower Common Street;
- The installation of new valves and appurtenances along Sections 24 and 25;
- The replacement of Meter 40 and the relocation and replacement of Meter 2(both serve Watertown);
- The installation of a new pressure reducing valve at Meter 40 for Intermediate High (HGL 320) to Southern High (HGL 280) service for redundant water supply; and,
- The replacement and relocation of water, sewer, and drain lines within the new Section 25 route along Russell Avenue and Bellevue Road.
Section 24 construction work will occur along Charles River Road and Irving Street in the City of Watertown and St. James Terrace in the City of Newton. Section 25 construction work will occur along Mt. Auburn Street, Russell Avenue, Bellevue Road, and Common Street in the City of Watertown. Work activities are expected to begin in fall 2023. Property owners adjacent to the project will be offered a pre-construction survey of their property at no cost prior to the start of construction conducted by Seismic Solutions, Inc.

- Today, Thursday, March 14, 2024, the MWRA’s contractor, Albanese D&S, will conduct a water main shutdown along Irving Street from Mt. Auburn Street to Garnet Street as part of the Authority’s Sections 24 and 25 rehabilitation and replacement water main pipeline project.
- Additionally, on Tuesday, March 19, 2024 (or Wednesday, March 20, 2024, if needed due to inclement weather), a water main shutdown will occur along Brigham Street from Russell Avenue to Garfield Street, and along Russell Avenue from Brigham Street to Bellevue Road.
- Both shutdowns will occur from 9:00AM to 4:00PM.
- Prior to and following the shutdown, homes and businesses may experience discolored water from faucets and taps.
- Should this occur, please let water run for a short period of time (usually only five to ten minutes) until clarity returns before drinking or using for dishes, laundry, or other needs.

- During the week of Monday, March 11, 2024, from 8:00AM to 4:00PM, the MWRA’s contractor, Albanese D&S, will be switching the water service onto a new pipeline for homes along Russell Avenue between Columbia Street and Brigham Street.
- Residents may experience interruptions in water service for up to two hours while the water service switchover is being conducted.
- However, prior to replacing the water service, a representative will visit homes to notify residents of the water interruption.

- The shutdown, which will occur from 9:00AM to 12:00PM, will impact those residing or working in locations between Mount Auburn Street and Spring Street.
- Prior to and following the shutdown, homes and businesses may experience discolored water from faucets and taps.
- Should this occur, please let water run for a short period of time (usually only five to ten minutes) until clarity returns before drinking or using for dishes, laundry, or other needs.

- The MWRA’s contractor, Albanese D&S, continues to make progress along Sections 24 and 25 to rehabilitate and replace the water main pipeline. In order to support these efforts, a water shutdown will occur, impacting a handful of residential homes in the City of Watertown.
- Below is the following shutdown schedule that a small amount of homes will be impacted while underway:
- Thursday, February 15, 2024 (rain date is Friday, February 16, 2024), from 9:00AM to 4:00PM – homes located on Columbia Street from Barnard Avenue to Russell Avenue; and,
- Tuesday, February 20, 2024 (rain date is Wednesday, February 21, 2024), from 9:00AM to 4:00PM – homes located on Broadway from Barnard Avenue and Russell Avenue.

- The MWRA will be starting work on Monday, September 11, 2023, or shortly thereafter. This project will provide critical water system redundancy and operational flexibility in the event of water main pipe failures in the area. The project will clean and rehabilitate or replace 120+ year old water main pipes and replace two water meters.
- The majority of this work is located within the City of Watertown with minor work in the City of Newton at St. James Terrace and the crossing of the Charles River. The construction work route in Watertown will start at Irving Street and Mt. Auburn Street, and then move along to Russell Avenue, Bellevue Road, and Common Street in upcoming phases. This upcoming phase of work is expected to last approximately two to three months, weather and other circumstances permitting.
- In order to conduct the water main pipeline rehabilitation and replacement work, pits and trenches will be dug along the roadways; however, residential access to properties will be available at all times.
- Detours along Irving Street will be in place while work is actively underway, which is from 7:00AM – 4:00PM, Monday through Friday. Additionally, local services, including emergency vehicles, refuse vehicles, and school buses will have access. Furthermore, Mt. Auburn Street will experience a single lane closure for northbound traffic (no detour in place). During off hours (nights and weekends), the roadways will operate as normal with steel plates covering the work areas. Local police details and detour signage will be in place during work hours to safely move pedestrians and vehicular traffic through the work areas.
